Purpose for this job:

The successful Accountant will support financial management and accounting activities for the project, assisting with bookkeeping, tax, and reporting functions. The Accountant will be executing IFRS reporting including concession arrangement, financial instruments, hedge accounting; HQ management reports, payments, banking, treasury, debt servicing, budgeting, forecasting, taxation filing and compliance, statistical returns, customs returns, offtake debtor management, ministry of energy reports, governmental submissions. Ensuring the integrity of internal controls and accounting information in compliance with IFRS and local GAAP, compliance with local laws, Masdar DoA(Delegation of Authority), maintaining the integrity of the General Ledger (GL) in order to ensure accurate reporting of the financial results.

Job Responsibilities:

Financial Accounting:

  • Record the business transactions related to the project in the accounting register (GL) in full compliance with reporting and accounting standards and Masdar financial policies and procedures.
  • Prepare monthly trial balance and ensure the accuracy, quality and timely closing of Books.
  • Perform the monthly accruals and provisions for accuracy and completeness.
  • Ensure the integrity of the accounting software or similar system/data.
  • Support external audit process of periodical financial statements as per directives received.
  • Prepare monthly aging reports for account receivable and payables in full compliance with IFRS and Masdar financial policies and procedures.
  • Perform monthly reconciliation of bank account, customers/vender reconciliation and all balance sheet accounts in full compliance with IFRS and Masdar financial policies and procedures.
  • Report on project costs – perform breakdown of capex and other significant balances in full compliance with IFRS and Masdar financial policies and procedures.
  • Process accruals as per IFRS standards in order to ensure account accuracy at all times.
  • Perform cash management and regular monitoring of cash flow and bank accounts balances to ensure accuracy.
  • Create purchase orders as per the agreements and match to vendor invoices for payment processes.
  • Assist in monthly, quarterly and annual closing processes, reporting and activities in full compliance with IFRS and Masdar financial policies and procedures.
  • Support payroll processing and accounting tasks to ensure payroll administration on time and as per policies including preparation of employees' compensation by the end of each month and monitoring of employees’ timesheets and leaves.

Managerial accounting and reporting:

  • Assist in preparing cash flow forecasts and management reports, managerial financial reports, financial analyses, and budgets on a periodical basis as required by stakeholders.
  • Prepare relevant reports and updates as required and to the set standards.
  • Prepare workings for the analysis of Budget vs Actual outturn
  • Provide financial statements in prescribed template after each month end.
  • Prepare the trial balance alongside any relevant details.
  • Report on the company’s financial health and liquidity in order to ensure that management is
  • aware of any requirements or actions needed at all times.

Accounts Payable (AP) and Accounts Receivable (AR) and assets accounting:

  • Perform AP and AR works and reports to ensure compliance with Masdar or accounting regulation requirements.
  • Initiate invoice approval status and ensure processing timelines are being managed.
  • Prepare and reconcile month end AP and AR reports

Tax compliance:

  • Support coordination with tax authorities and assist in tax filing under supervision
  • Maintain tax accounting in separate books as required by tax law and ensure full compliance of tax reports with applicable laws.
  • Perform the collection of receivables from tax authorities and resolve all activities and issues around external tax inspections.

Audit Support:

  • Prepare year-end Balance sheet, Income Statement and Cash Flow Statement in format to be provided and if required - IFRS compliant.

Qualifications

Preferred Qualifications & Experience:

  • Bachelor’s degree in relevant subject (accounting, taxation, business, finance, economics)
  • Progress toward ACCA, CPA, or similar certification preferred.
  • A minimum of 4 years of experience within bookkeeping, taxation, financial management, accounting in major infrastructure projects, construction companies
  • Enthusiastic to advance in IFRS and good corporate governance.

Job-Specific Skills:

 

  • Exceptional communication skills and able to work in a dynamic, fast paced, diverse environment.
  • Deep understanding of the accounting regulations and statutory requirements
  • Knowledge of IFRS, Treasury, Managerial Accounting
  • Business logic and commercial acumen
  • Good knowledge of various accounting processes and an understanding of internal controls
  • Good knowledge of legal and company law requirements
  • Knowledge of financial systems and application 
  • Excellent English language, fluent in Uzbek and Russian
  • User of 1C accounting software, Norma, e-contract, e-soliq, mygov, e-active, e-ijara, UEISFTO and other government portals
