Job Title: Mid level Project Manager – IT & Strategic Initiatives
Location: Newark, NJ
Role Overview:
Provide coordination and delivery support for Capital and Police capital projects, with strong focus on IT scope definition, technical documentation, and strategic initiatives (e.g., major event readiness like FIFA World Cup 2026). Support planning, scheduling, follow-up, cross-functional coordination, and alignment of IT requirements for project delivery and operations.
Key Responsibilities
- Capital & Police Projects: Assist with planning, scheduling, milestone tracking; manage actions, risks, issues, dependencies; prepare/maintain documentation, reports, dashboards; coordinate with internal teams, Police stakeholders, vendors, consultants.
- Strategic IT Initiatives: Support organization-wide IT/innovation programs; align capital schedules with IT milestones; coordinate dependencies across infrastructure, communications, applications, data, cybersecurity, OT.
- IT Scope & Documentation: Develop/maintain IT scope docs (solution descriptions, inventories, dependency maps); document functional/non-functional requirements (performance, security, data, reporting); create artefacts (traceability matrices, interface inventories, integration diagrams); support change control.
- Requirements Alignment: Elicit, document, validate business/IT requirements; translate needs into structured docs; coordinate reviews/approvals with IT teams and vendors.
- Data Governance & Integration: Support data flows, standards, ownership, integration, reporting; ensure alignment with enterprise architecture, cybersecurity, privacy frameworks; coordinate testing, readiness, handover.
- General Support: Provide coordination backup; ensure communication, version control, audit-ready records; handle related duties.
Required Qualifications & Experience (5+ years each):
- Supporting IT-enabled projects, capital programs, or large public-sector initiatives.
- Coordinating between business units, IT teams, and vendors to align requirements/scope.
- Strong analytical, organizational, follow-up skills in complex, multi-stakeholder settings.
- Understanding/documenting complex tech environments (infrastructure, networks, cloud; communication systems like radio/voice; public-facing tech like signage, ticketing, access control).
- Reviewing/interpreting architectures, diagrams, data flows, specs for planning/dependency management.
- Producing/maintaining structured IT/project documentation (requirements, mappings, integrations).
Preferred Qualifications (5+ years where applicable):
- Experience in Police, public safety, transportation, or government organizations.
- Familiarity with enterprise IT, system integration, data governance.
- Supporting digital transformation, innovation, or major event programs.
- Knowledge of PM methodologies (PMBOK, Agile, hybrid).
Reporting & Relationships
- Reports to: Head of Innovation
- Works closely with: Capital Department teams, Police stakeholders, IT teams, consultants, external partners.
