Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Advises on financial planning, budgeting, costing, accounting and charging using recognised accounting practices and standards.
  • Develops financial plans and forecasts.
  • Monitors and manages expenditure and examines areas where budgets and expenditure exceed agreed tolerances.
  • Contributes to the definition and operation of effective financial control and decision-making.
  • Analyses actual expenditure, examines variances, and advises on options in the use of available budget.
  • Ensures that programme/project leads and/or service owners adhere to the agreed portfolio management approach and timetable.
  • Explains what information is needed and ensures they provide this information to agreed targets of timelines and accuracy.
  • Produces reports as appropriate for portfolio governance, including making recommendations for changes to the portfolio.
  • Gathers, maintains and analyses workforce capability data.
  • Performs gap analysis to identify workforce strengths and shortfalls with reference to business strategy and specific future needs.
  • Contributes to the development of workforce plans to meet current and future demand.
  • Coordinates and schedules ongoing workforce planning activities.
  • Assists in maintaining a skills and capability inventory.
  • Identifies the communications and relationship needs of stakeholder groups.
  • Translates communications/stakeholder engagement strategies into specific activities and deliverables.
  • Facilitates open communication and discussion between stakeholders.
  • Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans.
  • Provides informed feedback to assess and promote understanding.
  • Facilitates business decision-making processes.
  • Captures and disseminates technical and business information.

Essential Skills, Experience and Certifications

  • Work experience and elementary financial knowledge on funding streams and resource planning and levelling budgets.
  • Work experience in resource management, including the planning for and allocation of costs and resources.
  • Work experience managing and coordinating workforce and supporting the execution of a large variety of HR activities
  • Proven leadership experience managing large multidisciplinary and virtual teams
  • Prior experience in managing large international programmes, projects and services
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills
  • Recognised formal Project Management qualification, such as PRINCE2 or PMP. Exceptionally, the lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain.

Desirable Skills, Experience and Certifications

  • Full understanding how project management and service management fit together, and complement each other, and how the demand for a new or changed service drives the need for a project;
  • Proven experience in service delivery and continuous service improvement at senior level.
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Formal qualification in programme management (MSP) and or project management control methodology;

Education

  • A Master's degree at a nationally recognised/certified University in a related discipline and 5 years post-related experience. Or a Bachelor's degree with 8 years post related experience.
