The Procurement Engineer – Electrical is responsible for managing the end‑to‑end procurement cycle for all electrical systems and packages, ensuring full alignment with project specifications, BESIX procurement strategies, budgetary requirements, and approved project schedules.
The role focuses on RFQ/RFP preparation, technical and commercial evaluation, supplier coordination, compliance checks, and timely delivery of materials and systems. Close collaboration with Material Engineers, suppliers, Engineering, Planning, Commercial, and Site teams is essential to ensure technical accuracy, cost control, and on‑time project execution.
- Execute the procurement of electrical systems and materials, including:
- LV / MV switchgear
- Transformers, generators, and UPS systems
- Lighting systems
- Cables, containment, earthing, and lightning protection
- Prepare RFQs or RFPs with accurate scope, drawings, specifications, BOQs, and draft contract documents.
- Coordinate with the Material Engineer on:
- Material submittals
- PQ (Pre‑Qualification) documents
- Technical compliance matrices
- Prepare due diligence reports on new vendors and subcontractors.
- Float enquiries to approved vendors and subcontractors.
- Perform techno‑commercial evaluations and prepare comparison sheets.
- Conduct technical and commercial clarifications with suppliers.
- Support negotiations on pricing, delivery terms, and technical compliance.
- Prepare procurement recommendations and award documentation.
- Issue Contracts, POs, and LOIs in line with approvals and the authority matrix.
- Maintain procurement logs and long‑lead item trackers.
- Ensure full compliance with BESIX procurement procedures.
Qualifications
- Bachelor’s degree in Electrical Engineering
- Knowledge of local authority requirements (DEWA / ADDC / SEWA / Kahramaa – as applicable)
- Minimum 7–10 years experience in electrical procurement within large‑scale construction projects (preferably Tier‑1 contractors).
- Strong understanding of FIDIC contracts, EPC procurement processes, and supply‑chain governance.
- Experience managing long‑lead and mission‑critical electrical systems for high‑rise, hospital, infrastructure, or industrial projects.
- Familiarity with ERP and e‑procurement systems (SAP/Oracle/JDE or equivalent).
- Ability to manage procurement risks, cost deviations, and value‑engineering initiatives.
- Strong communication skills with the ability to coordinate cross‑functionally with Engineering, Planning, QA/QC, and Commercial.
- Demonstrated ability to operate under tight deadlines while maintaining quality and compliance.
