Join Our Team: Procurement & Supply Chain Governance and Support Officer
We are seeking a motivated and detail-oriented Procurement & Supply Chain Governance and Support Officer to join MacTaggart Scott. Reporting to the Head of Procurement and Supply Chain, this role plays a pivotal part in embedding governance frameworks, strengthening compliance, and enhancing performance across the full procurement lifecycle.
This position is ideally suited to a procurement professional looking to broaden their experience within a defence environment, who brings a positive “can do” mindset, thrives on problem-solving, and is passionate about continuous improvement. Initially closely supervised to support onboarding into defence procurement processes and MTS systems (IFS), the role will progress to operating with minimal supervision as experience develops.

Our Procurement & Supply Chain (P&SC) function is increasingly recognised as a strategic contributor to business value, supporting activities from customer bid development through to through life support. This role is central to ensuring robust governance, compliance, and performance across both direct and indirect spend.
What Is the Job About?
The Procurement & Supply Chain Governance and Support Officer will:
- Embed governance frameworks, policies, and processes to monitor and manage all business expenditure (direct and indirect).
- Maintain and enhance a register of approved suppliers, with a focus on core value suppliers (Critical, Bottleneck, and Leverage).
- Develop and conduct compliance gap analysis covering terms and conditions, export classifications, purchase approvals, modern slavery, conflict minerals, and single-source supply risks.
- Support the development of P&SC training plans to address compliance and capability gaps.
- Design and implement procurement templates, policies, and guidance aligned to business needs.
- Schedule and support internal audits, publishing compliance metrics and driving improvement actions.
- Monitor and report on Procurement KPIs, ensuring alignment with governance objectives and overall business strategy.
- Support strategic sourcing appraisals and risk mitigation activities.
- Promote standardisation and automation within procurement systems and tools.
Success in this role will be measured by strengthened governance adherence, improved supplier management, effective KPI monitoring, enhanced compliance metrics, and continuous improvement across procurement activities.
Key Responsibilities:
Key responsibilities will include, but are not limited to:
- Negotiating and supporting Terms & Conditions, including customer flow-down requirements.
- Developing and maintaining the MTS approved supplier register.
- Monitoring compliance with procurement policies, standards, and regulatory/customer requirements.
- Supporting internal and external audits, risk assessments, spend analysis, and compliance reporting.
- Implementing reporting mechanisms to track compliance, efficiency, supplier performance, and risk.
- Supporting sourcing, supplier engagement, contract management, KPI development, supplier scorecards, and approval processes.
- Driving KPI-based continuous improvement initiatives.
- Contributing to procurement assurance and governance activities across all spend categories.
- Upholding security, professionalism, and confidentiality in customer and defence environments.
About You
- You will be a proactive procurement professional who:
- Has demonstrable experience in contract and supplier management.
- Possesses a sound understanding of Terms & Conditions and procurement governance.
- Demonstrates strong analytical and quantitative skills.
- Is confident coaching, mentoring, and supporting colleagues.
- Communicates effectively (written, verbal, and presentation).
- Works collaboratively across internal and external stakeholder groups.
- Is highly organised, self-motivated, and capable of managing complex workloads under challenging timescales.
Requirements
Knowledge, Skills and Experience
Essential
- CIPS Level 4 (minimum) or equivalent qualification.
- Experience in supplier and contract management.
- Understanding of procurement ordering systems and ERP systems (experience with IFS desirable).
- Strong MS Office capability (Word, Excel, Project, PowerPoint).
- Strong understanding of supply chain principles and techniques.
- Ability to manage workload independently and solve problems proactively.
Desirable
- Background in defence procurement, managing direct and/or indirect spend (hardware, software, IT, facilities, services).
- Governance and compliance experience.
- CIPS Legal Aspects qualification or equivalent.
- Experience coaching/mentoring colleagues.
- Full membership of the Chartered Institute of Procurement and Supply (MCIPS).
