JOB OVERVIEW

Provide services and support as a Program Manager (O&S Cost Estimating & Model Support) [Operation & Support Legacy Cost Model Support and Independent Cost Estimates] in the Aerospace And Defense Industry Sector focussing on Risk Management Solutions for clients such as Department of the Air Force (AFCAA) | Air Force Cost Analysis Agency (AFCAA) / SAF-FMC (Cost & Economics) | AFCAA O&S Division (SAF/FMCY) Generally Located In Washington, District of Columbia (National Capital Region) and across the Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region (Of Country/World) Working Hybrid On/Off Client Site.

Provides overall leadership and management for O&S legacy cost model support and independent cost estimates; oversees scope, schedule, budget, staffing, and risk; ensures compliance with AFI 65-508, FY2021 NDAA, and AFCAA standards; serves as primary liaison with AFCAA leadership, SAF/FMC, OSW CAPE, and stakeholders; approves deliverables, briefs senior leadership, and ensures continuity of operations. Own end-to-end delivery: plan + people + quality + risk for AFCAA Operation & Support (O&S) legacy model outputs and independent cost estimates.

RESPONSIBILITIES AND DUTIES - Program Manager (O&S Cost Estimating & Model Support) | Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA0009008]

Provide Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates at Air Force Cost Analysis Agency (AFCAA), Joint Base Andrews, Maryland. Legacy cost modeling in this context refers to programs at or beyond Initial Operating Capability plus five years. Federal law requires such programs to have Operation & Support (O&S) cost estimates for the life of the program, updated annually. Federal law further mandates sustainment reviews for these programs every five years, requiring independent cost estimates in support of those reviews. The annual legacy Operation & Support (O&S) cost estimates will serve as a starting point for other more detailed cost analyses such as independent cost estimates, trade studies, divestiture analysis, force structure analyses and comparisons to follow-on or new weapon systems etc. The model support effort will also incorporate new (non-legacy) cost estimates from other analysts into a single output file that will provide a long-term picture of Department of the Air Force (DAF) sustainment resource requirements.

  • Serve as primary engagement lead for AFCAA O&S Division (SAF/FMCY); manage scope, schedule, and deliverables under BPA/task-order direction.
  • Establish and execute project governance: kickoff, weekly status, quarterly reviews; manage action items and priority shifts.
  • Implement Quality Control Plan (QCP) and peer review cadence for cost models, documentation, and briefings; ensure AFCAA format compliance.
  • Oversee NDA execution and secure data-access coordination; enforce data-handling procedures for unclassified/classified outputs (NIPR/SIPR as directed).
  • Manage resourcing (up to five analysts/year), workload balancing, and surge support across legacy annual estimates and ICE/NACA/SCP tasks.
  • Coordinate stakeholder engagements and estimate reconciliation activities with program offices and OSW CAPE/DAF reviewers as required.
  • Maintain risk register; identify schedule/quality/people/data risks and implement mitigations; report issues to COR/technical lead.
  • Ensure rapid response posture (e.g., one-business-day turnaround for requested drafts, briefings, or supporting documentation).
  • Deliver program management reporting (monthly status, expenditure log, travel plan, open/closed tasks) and support CPARS performance objectives.

The role(s) are located in the Continental United States (CONUS) – Mid-Atlantic / National Capital Region (NCR) Region, at or near Washington, District of Columbia (National Capital Region).  Initially identified Work Site Address (Working Hybrid On/Off Client Site:  1130 Air Force Pentagon, Washington, DC 20330

Desired Qualifications For Program Manager (O&S Cost Estimating & Model Support) | Aerospace & Defense Operation & Support (O&S) Legacy Cost Model Support and Independent Cost Estimates [AFCAA0009008] (AFCAA0009008) Candidates:

  • Personnel in this category must have a minimum of 3 years managing projects of comparable scope to this effort. Must have a minimum of 8 years as a cost estimator or cost estimating experience.

The cost estimating professionals who will perform the tasks identified in paragraphs 2.1 – 2.2.2 require specific knowledge and experience in accordance with AFI 65-508 for reasonable and complete technical and cost analysis. While the government lead will provide necessary standards, templates, guidance, and feedback to the ProSidian Engagement Team, the government lead does not have the bandwidth to train contractor cost estimators on basic O&S cost estimation techniques. Therefore, the ProSidian Engagement Team will maintain a sufficient ratio of experienced cost estimators to junior cost estimators to ensure effective training, guidance, and oversight with minimal intervention by the government. The knowledge, skills, and abilities of the positions within this requirement are crucial for the overall success of the task order for each level of experience:

  • Minimum 3+ years managing projects of comparable scope/complexity (multi-estimate O&S support with recurring deliverables).
  • Minimum 8+ years cost estimating/cost analysis experience (DoD/DAF context), with demonstrated O&S estimating leadership.
  • Working knowledge of AFI 65-508-aligned cost analysis expectations; ability to enforce rigorous, complete, and repeatable technical and cost analysis.
  • Familiarity with DAF/DoD cost-estimating governance and review cycles (e.g., sustainment review support, cost review boards, CAPE coordination).
  • Experience managing Excel-based cost models and ensuring full traceability (data pedigree, normalization, methods, assumptions, phasing).

Education / Experience Requirements / Qualifications

  • Bachelor’s degree (STEM, economics, operations research, business, or related) or equivalent demonstrated experience.
  • Project leadership experience in cost analysis or sustainment analytics programs supporting DAF/DoD stakeholders.
  • Preferred (as applicable): formal PM training/certification (e.g., PMP) and/or DoD acquisition/cost-estimating coursework.
  • Ability to lead teams operating with government-furnished templates/standards and to deliver audit-ready documentation packages.

  • Direct alignment with GSA Schedule Program Manager labor category; responsible for BPA/task order execution, staffing, cost, schedule, risk, and quality management for AFCAA O&S cost estimating and legacy model support.

  • Performance objectives are assessed as Acceptable/Unacceptable; PM is accountable for ensuring 100% on-time deliverable submission and stable staffing posture.
  • Engagement sites include Joint Base Andrews, MD and Washington, DC (with CONUS support as required); travel may be required per tasking.
  • Works under government oversight; coordinates with COR and AFCAA technical lead for task prioritization and approvals.
