The Senior Pricing & Financial Analyst supports corporate pricing strategy, financial analysis, and cost modeling for Federal IT and professional services proposals and ongoing contract operations. This role focuses on detailed analytical execution rather than executive ownership, partnering closely with Business Development, Operations, Contracts/Subcontracts, and Finance to develop accurate, compliant, and competitive pricing artifacts.
The position contributes to Price-to-Win (PTW) analysis, cost realism support, subcontractor rate analysis, financial forecasting, and proposal pricing volumes. In addition, the role supports broader financial operations, including margin analysis, indirect rate modeling, budgeting support, and ad hoc financial analysis for leadership.
Key Tasks & Responsibilities
Lead analysis and develop pricing estimates to support new business proposals; make recommendations regarding pricing policies, processes, and strategiesEstablish PTW, perform competitive intelligence and market research (FPDS, historical bids, other sources), and recommend pricing postureMaintain and customize pricing models and pricing libraries; build competitive pricing databases from historical submissions and market dataLead pricing reviews with Executive Leadership; integrate direction on PTW and subcontractor strategiesDevelop and maintain a pricing schedule of events that aligns with the Shipley Business Development process, ensuring pricing activities stay synchronized with BD milestones, capture tasks, and proposal team workflows Review RFP/RFQ instructions, attachments, templates, and identify pricing-related risks and compliance issuesConduct salary surveys and import findings into pricing tools; perform market research by geography and labor categoryWork with Operations to define Bid LCATs and complete labor-category crosswalksDevelop and validate BOE, LOE, indirect/wrap rate assumptions, and escalation logic; collaborate with Finance/Accounting to keep cost inputs currentPrepare subcontractor pricing data-call packages; review initial and target rates; negotiate as necessaryPrepare pricing-related government Q&A, validate assumptions, and author price narratives and BOE documentationBuild government price files and cost-realism/sensitivity analyses; maintain audit-ready documentation for DCAA/DCMA requestsCross-check and validate final pricing submissions; ensure files are complete, compliant, and ready for “white glove” review and submission to customerAugment corporate Finance team when proposal workload is low
Education & Experience
Bachelor’s degree in Finance, Business, Accounting, Economics, or related field preferredMinimum 8 years pricing federal government services in IT, cybersecurity, or technical servicesMinimum 2 years in federal proposal supportProven experience managing each of the government contract types: FFP, T&M and CPFF contractsProven PTW experience requiredDemonstrated success leading pricing on complex, multi-partner proposalsMaster level expertise with Excel is requiredFamiliarity and experience with the Federal Acquisition Regulation (FAR) and DFAR
