About the Position
Dexis is seeking a Task Lead/Senior Special Operations Strategic Analyst to provide the J8-S with high quality, defendable strategic and analytical support.
The mission of the USSOCOM J8-S is to provide senior leadership independent analysis and studies involving current and future Special Operations Force (SOF) requirements, inform J8 decisions in development of the USSOCOM Program Objective Memorandum (POM), and inform and collaborate with Office of the Secretary of War (OSW) in developing various analytic products and guidance. Additionally, the division plays a key role providing reliable analytic tools and products enabling the Command’s senior leaders to make informed and defendable resourcing decisions. Additionally, the J8-S provides a wide range of analytic support to the headquarters; the analytic support provided by the J8-S team has wide reaching impact on component commands, Theater Special Operations Commands (TSOCs), the Joint Staff (JS), and OSW.
This full-time position is located in the Tampa area and is required to be on-site full time, subject to change if requirements shift. This position is contingent upon contract award.
Responsibilities
- Provide updates, reconciliation and management recommendations for the special operations portions of DCAPE data products and repositories. This task involves the analysis of raw data to identify modifications required before the data is input into pre-processor tools, models and simulations. The contractor shall confirm that the data is accurate and available in time to support OSW’s, JS’s and USSOCOM’s analytical goals and requirements.
- Provide special operations data and subject matter expertise for USSOCOM’s development of near-term to long-term scenarios, strategic and operational concepts of operation (CONOPS), and ensure associated force lists of special operations specific and joint enabling capabilities are correctly represented.
- Support USSOCOM’s database development and modeling of base cases and excursions in the support of the Defense Planning Scenarios and requirements process.
- Participate in meetings/conferences with OSW and Joint Staff personnel and others as required (i.e. TSOCs, Components, SOCOM Staff) during war-games, Table Top Exercises (TTXs) and USSOCOM’s CONOP development for Defense Planning Scenarios (DPS). Support workgroups and conferences through travel and/or via Secure Video Tele-Conferencing (SVTC) to the DoW sponsored site.
- Coordinate meetings, SVTCs and provide read-ahead material as required.
- Report actions at work groups and conferences.
- Review, provide, track, and adjust comments during product staffing to facilitate integrations of JS, USD (P), Service and Combatant Command (COCOM) inputs.
- Conduct CONOP analysis representing component equity and write component-specific CONOP narratives.
- Develop tools to visualize data with respect to SO Force Structure.
Additionally, this role will serve as the Teak Lead to oversee general task efforts and function as the primary liaison between the COR and the program, coordinating priorities, deliverables, and communications. The Task Lead shall:
- Ensure that USSOCOM’s requirements are met within the allocated resources of the task order, while properly balancing cost, schedule, and technical performance.
- In addition to performing primary duties, the Task Lead will be a single point of contact for the Government.
- Be responsible for handling the day-to-day management and administration of project tasks.
- Develop detailed work plans and schedules for contractors.
- Assign staff responsibilities and supervise all contractor staff efforts.
- Utilize, control and redirect available resources to complete tasks in accordance with scheduled milestones and budgetary constraints, as approved by government oversight.
- Perform quality checks of work products and coordinate with Government COR and J8-S personnel to present interim results, discuss concerns, and ensure total product/service satisfaction.
Qualifications
- 10 years of uniformed military experience with demonstrated expertise in Special Operations (Navy Special Warfare, Army Special Forces, OR Air Force Special Operations).
- 3 years of experience (can be concurrent with the 10 years above) in deliberate planning or demonstrated expertise in joint planning is desired as SOF CONOP development is required.
- Military education in Operational Planning.
