The Opportunity
The Director of Data Center Program Controls will lead the strategic development and execution of Montera’s program controls function supporting a national portfolio of hyperscale data center developments across Tier 1 markets in the United States and select markets in Canada. The program includes one to three facilities per campus, ranging from 50 MW to 300+ MW IT per site.
Reporting directly to the Chief Development Officer (CDO), this role is responsible for designing, implementing, and managing an integrated program controls framework that provides predictable outcomes across cost, schedule, risk, and commercial performance. The Director of Data Center Program Controls will establish standardized processes, systems, and performance metrics that enable informed decision-making and proactive management across the full project lifecycle—from early preconstruction and investment underwriting through project closeout.
This role requires a strategic mindset paired with hands-on leadership to support a total planned program of 1.5–2.5 GW IT capacity across multiple hyperscale campuses, ensuring transparency, accountability, and continuous improvement across the development and delivery organization.
Key Responsibilities and Deliverables:
Strategic Program Controls Leadership
- Develop and scale a comprehensive, repeatable program controls framework encompassing preconstruction, cost, schedule, risk, change, and contract management.
- Partner with the Chief Development Officer and executive leadership to align program controls strategy with corporate growth, capital deployment, and risk objectives.
- Establish governance, reporting cadence, and escalation protocols to ensure clear visibility into program performance.
Preconstruction & Planning Management
- Lead program-level preconstruction planning, including development of baseline budgets, schedules, and execution plans in support of investment decisions and project approvals.
- Support site selection and due diligence efforts by evaluating cost, schedule, and risk drivers and ensuring alignment with program standards.
- Standardize preconstruction deliverables, assumptions, and handoff requirements to downstream delivery teams.
Cost Management & Financial Controls
- Develop and manage program-level cost management standards, including budgeting, forecasting, cash flow, and variance analysis.
- Oversee cost reporting accuracy and consistency across all projects, ensuring alignment between development, delivery, and finance teams.
- Implement change management processes to track, evaluate, and approve cost impacts while maintaining budget integrity.
Schedule Management
- Establish and maintain program-level scheduling standards, including master schedules, milestone tracking, and critical path analysis.
- Oversee integration of project schedules into a consolidated program view to identify risks, dependencies, and opportunities.
- Drive proactive schedule risk mitigation through trend analysis and corrective action planning.
KPI Development & Performance Reporting
- Define, implement, and manage key performance indicators (KPIs), including both leading and lagging indicators, to measure cost, schedule, productivity, quality, and risk.
- Develop executive-level dashboards and reporting tools that provide clear, actionable insights into program health.
- Lead performance reviews with internal teams and external partners to drive accountability and continuous improvement.
Change & Contract Management
- Establish standardized change management processes to evaluate scope, cost, and schedule impacts across the program.
- Partner with legal, procurement, and delivery teams to support contract strategy, risk allocation, and compliance.
- Monitor contract performance, claims exposure, and commercial risk across the portfolio.
Systems, Tools & Continuous Improvement
- Lead selection, implementation, and optimization of program controls systems and tools (cost, schedule, reporting platforms).
- Drive data quality, consistency, and integration across systems to support reliable analytics and decision-making.
- Capture lessons learned and implement process improvements to enhance predictability and efficiency across future phases and projects.
Requirements
What You'll Bring:
- Bachelor’s degree in Construction Management, Engineering, Finance, Business, or related field (Master’s preferred).
- 10+ years of progressive experience in program controls, project controls, or project management within large-scale infrastructure, data center, or mission-critical environments.
- Demonstrated experience managing cost and schedule controls across multi-project, multi-market programs.
- Strong expertise in preconstruction planning, cost management, scheduling, change management, and contract administration.
- Proficiency in program controls and project management tools such as Primavera P6, MS Project, Procore, and cost management systems.
- Exceptional analytical, communication, and stakeholder management skills.
- Proven ability to build and lead high-performing teams and influence across organizational boundaries.
