EXPANSIA is excited to design, implement, and mature a secure, scalable Integrated Digital Environment (IDE) that enables Digital Engineering, Model-Based Systems Engineering (MBSE), and Product Lifecycle Management (PLM) integration across the developing US Hypersonic enterprise and industrial base. Located at the new aerospace research and test complex, this facility is poised to become the nation’s premier hub for hypersonic system research, modeling & simulation, and test capabilities.
As a Program Manager (Tech) VI, you will lead and oversee the technical, schedule, and cost performance of major programs or multiple interrelated projects. You will manage subordinate program and project managers, ensuring compliance with contract requirements, company policies, and operational strategies. Your role will involve acquiring follow-on business, supporting new business development, and driving major proposals personally or through your team. You will supervise and develop personnel within a functional area, providing leadership across departments and ensuring efficient execution of program objectives. With significant latitude, you will implement process improvements, develop staffing strategies, and optimize program performance. Your ability to provide technical oversight, manage financial planning, and act as a liaison with vendors will be critical to achieving program success.
The proposed salary range for this position is$155,955-$194,941. There are a host of factors that can influence final salary including, but not limited to, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications. RESPONSIBILITIES
Oversee the technical, schedule, and cost performance of major programs or multiple complex projects, ensuring alignment with company and contract requirements Lead the architecture, design, and prototype of an Integrated Digital Engineering Environment (IDE) supporting the modeling and simulation (M&S) and test and evaluation (T&E) of hypersonic systems in conjunction with a new, modern wind tunnel complex construction initiative. Integrate systems engineering, mechanical engineering, and digital engineering workflows, including MBSE, CAD/CAE, PLM, digital thread, and digital twin concepts. Serve as the primary technical authority bridging traditional engineering disciplines with modern digital engineering tools and processes. Acquire follow-on business and support new business development through leadership of major proposals Manage multiple departments, ensuring seamless coordination and execution of program objectives Evaluate and determine changes in technical methods or procedures to optimize efficiency and performance Assign staff and provide technical direction as necessary to ensure successful project execution Oversee financial planning, including program budgeting, cost forecasting, and contract funding management Develop and implement quality assurance programs to maintain compliance with regulatory and performance standards Prepare staffing plans, ensuring the right skill and labor mix to support large-scale contract operations Direct recruitment, interviewing, hiring, and workforce development efforts for assigned teams Act as a technical liaison with vendors to coordinate contract execution, technical support, and service delivery Perform contract and financial analysis using advanced management software tools to optimize program execution Develop and deliver required contract, departmental, project, and financial reports to senior leadership and stakeholders Provide technical support to operational strategies aligned within your program and initiatives that optimize processes, enhance productivity, and ensure quality across all program functions Support operational strategies aligned within your program and initiatives that optimize processes, enhance productivity, and ensure quality across all program functions Ensure 100% of planned hours are worked and recorded Identify and forward to leadership any opportunities that could lead to growth within your work area Participate in growth efforts as requested Ensure all contractual deliverables are met or exceeded to the customer's satisfaction Complete personal PDP and attend Staff Meeting and Storytime (with camera on) Execute all contract requirements as assigned in accordance with the contract-specific LCAT and requirements Perform other related duties as assigned
KEY QUALIFICATIONS
Clearance: Active Secret clearance
Education and Years of Experience: Bachelor's degree (or equivalent) with 12 - 15 years of experience, or a Master's degree with 10 - 13 years of experience, including at least 4 years in a management capacity
Extensive experience managing large-scale technical programs, overseeing financial performance, and ensuring contract compliance Demonstrated experience leading systems engineering and/or digital engineering efforts on complex programs. Strong ability to lead and supervise experienced professionals and subordinate management teams Proven expertise in technical project management, risk assessment, and process improvement strategies Demonstrated success in acquiring follow-on business, leading major proposals, and driving business growth Excellent communication and leadership skills to influence stakeholders at all levels Excellent written and verbal communication skills, with a proven ability to simplify complex technical concepts for diverse audiences. Experience working with DoD customers, contractors, and acquisition organizations.
