Systems Analyst 3 – PeopleSoft FSCM

About the Role

Texas Health and Human Services Commission (HHSC) is seeking two experienced Systems Analyst 3 professionals to support our PeopleSoft FSCM 9.2 implementation. This role is critical in advancing our enterprise systems, specifically in the Accounts Receivable and Billing modules. You’ll work with a collaborative, remote-first team to analyze, document, and test key functionality that improves financial operations for a large state agency.

This position is currently remote, with potential to shift to a hybrid model depending on project needs. Specific in-office requirements, if any, will be discussed in advance.

What You’ll Do

Analyze current operational procedures and identify areas for system improvement.
Conduct fit-gap analyses and gather detailed business requirements from SMEs.
Map and validate data integration between legacy systems and third-party interfaces.
Perform end-to-end system integration testing, including error resolution and traceability.
Create detailed documentation, including user stories, workflows, and testing scenarios.
Support user training efforts and provide troubleshooting during implementation phases.
Collaborate daily with a large distributed team using Microsoft Teams and other digital tools.

Who You Are

You have strong expertise in PeopleSoft FSCM 9.2, particularly Accounts Receivable and Billing.
You are a confident communicator who thrives in cross-functional, remote environments.
You’re detail-oriented and passionate about documentation, testing, and continuous improvement.
You’re proactive in identifying gaps and proposing scalable, user-centered solutions.

Minimum Qualifications

8+ years of experience as a business analyst with PeopleSoft FSCM 9.2.
8+ years of experience in Accounts Receivable and Billing module implementations.
8+ years gathering requirements and conducting fit-gap analyses.
8+ years performing end-to-end system integration testing with third-party interfaces.
4+ years working with Microsoft O365 (Word, Excel, PowerPoint, Visio).
2+ years using MS Teams in a large team setting.

Preferred Qualifications

4+ years supporting public sector (federal, state, or local government) implementations.
Experience with:
- Asset Management, Accounts Payable, and General Ledger modules.
- Texas Comptroller of Public Accounts CAPPS Financials.
- PeopleSoft Approval Workflow Engine (AWE).
- Tools like SharePoint, Jira, and STAT.
- Agile methodologies including the Scrum framework.
