Redwood Strategy Group is seeking a Program Manager to lead the Defense Contract Audit Agency’s (DCAA) Financial Common Operating Picture (FCOP) Phase III initiative. This key role will drive program and project success, with a primary focus on financial and asset management, project execution, audit readiness, and the enhancement of business procedures and reporting. The program supports audit readiness, financial data integrity, and digital transformation across the DCAA enterprise, helping to build and maintain an accurate, reliable, timely, and auditable financial environment.
Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, automation, and advanced data analytics. Through innovative solutions, they develop and implement strategies to optimize operations for defense and federal agencies, delivering critical improvements to financial oversight and operational effectiveness.
Key Responsibilities
The Program Manager is responsible for the overall success of assigned programs and projects, with a strong focus on financial and asset management. This includes overseeing project execution and staffing, managing contractual business aspects, and developing/implementing key business procedures like property accountability and inventory control. The role provides consulting support across financial domains, including budgeting and financial analysis, and ensures the program's audit readiness and effective audit response.
Additional program-specific responsibilities as required by the client include:
- Oversee and ensure the successful execution of the program tasks and deliverable in alignment with the contract.
- Maintain compliance with the federal contract requirements, including management of all project documentation and deliverables.
- Identify opportunities to modernize workflows and introduce best practices in analytics, automation, and data integrity.
- Lead and attend recurring meetings with DCAA stakeholders; capture and submit meeting minutes as required.
- Support the development and implementation of process automation and data analytics tools to enhance financial reporting and decision-making.
- Oversee the quality and consistency of all deliverables to ensure accuracy, completeness, and alignment with DCAA expectations.
- Manage and report on government-furnished equipment, inventory, and property accountability in accordance with contract requirements.
- Ensure timely submission of all required status reports (bi-weekly and monthly), training materials, and other program deliverables.
- Maintain and support audit readiness, including preparation for and response to audits.
- Lead, mentor, and support program team, fostering engagement, accountability, and professional development
- Set clear expectations, monitor performance, assign tasks, and provide feedback
- Continuously assess program operations to identify efficiency opportunities and implement process improvements
- Foster a culture of compliance, operational efficiency, and continuous improvement within the program team.
- Ensure all personnel meet required security, citizenship, and clearance requirements.
Qualifications
Bachelor’s Degree More than 10 years of demonstrated experience in program or project management in a federal or Department of Defense environment US citizenship required (dual/triple citizenship not permitted) Ability to obtain and maintain IT III clearance (or higher)
Key Skills and Competencies
Experience with DCAA programs, systems, or financial management processes Expertise in business process automation, advanced analytics, and dashboard/reporting development Ability to engage with senior government stakeholders and lead cross-functional teams Familiarity with federal contract compliance and audit readiness requirements Strong written and verbal communication skills
Clearance
Public Trust required, Secret or above preferred
