ROLE OVERVIEW
The Senior Counsel, in collaboration with the Office of the Chief Legal Officer, will be responsible for creating, implementing, driving, and maintaining the company’s legal priorities and strategy related to policy, regulatory, and energy storage, among others. This role will serve as the primary legal partner to the policy and energy storage teams and provide regulatory guidance across the company's development, finance, and operations functions. While this role will initially focus on supporting the policy and energy storage teams, the scope of responsibility may evolve and expand over time in response to business needs and the company’s growth.
This individual will lead legal analysis and strategy related to federal, state, and local regulatory matters affecting renewable energy and energy storage projects, including market participation, interconnection, permitting, procurement programs, and evolving policy frameworks. The role also includes responsibility for managing engagement in regulatory proceedings, including filing interventions, discovery, and testimony in close coordination with the policy team, management of outside counsel supporting such regulatory matters, and broader in-house legal support and special projects as assigned by the Chief Legal Officer.
The ideal candidate is comfortable operating in ambiguity, can translate complex regulatory regimes into practical business guidance, and demonstrates sound judgment, discretion, and professionalism when supporting complex internal matters that cut across legal, operational, and people-related considerations.

This role is based in our Denver, CO office, and will be expected to work from the office on a hybrid schedule.
PRIMARY RESPONSIBILITIES
Policy & RegulatoryServe as primary legal counsel to the policy team on federal, state, and local energy policy and regulatory mattersMonitor, analyze, and advise on evolving regulatory frameworks affecting renewable energy and energy storage, including market rules, interconnection, program design, contracting requirements, and compliance obligationsWith the policy team, support regulatory engagement in key proceedings before federal, state, and local regulatory bodiesCoordinate, supervise, and manage outside counsel supporting regulatory proceedings, filings, and related compliance mattersProvide strategic legal guidance on regulatory risk, policy positioning, and advocacy initiativesSupport internal stakeholders in understanding and operationalizing new or changing regulationsEngage directly with trade associations, regulators, and external advisors, as needed and in coordination with the policy teamEnergy Storage & InfrastructureProvide legal support for the company’s energy storage, including development, financing, and commercializationAdvise on regulatory, permitting, and market participation issues specific to storage assets.Support cross-functional teams in structuring storage projects to align with applicable laws, regulations, and program design, and contracting requirementsAssist with due diligence and regulatory analysis for new markets, products, and technologiesProject Development & Operations (as applicable)Provide regulatory and permitting guidance to development teams as neededSupport internal teams on compliance and regulatory aspects of project execution and operationsIdentify and help mitigate regulatory risks across the project lifecycleLegal AffairsPerform other in-house legal responsibilities and special projects as assigned by the Chief Legal Officer, including support on sensitive or cross-functional mattersExercise sound judgment and discretion in handling confidential issues and internal decision-makingStay current on relevant laws, regulations, and policy developments to provide timely and competent legal supportContribute to the development of internal legal processes, templates, and best practices as appropriatePerform other in-house legal responsibilities and special projects as assigned by the Chief Legal Officer, including support for additional teams as business needs evolve
REQUIRED COMPETENCIES
J.D. from an ABA-accredited law schoolAdmitted to practice law in at least one state7+ years of relevant legal experience, with a strong emphasis on policy, regulatory, and energy or infrastructure-related mattersDemonstrated experience advising on regulatory frameworks in the renewable energy, electric utility, energy storage, infrastructure, or adjacent industriesExperience managing regulatory filings, proceedings, and outside counsel in a complex regulatory environmentStrong analytical, research, and written communication skillsAbility to translate complex regulatory concepts into practical business adviceStrong organizational skills; highly detail-oriented; able to manage multiple priorities simultaneouslyThrives in a fast-paced, evolving environmentDemonstrated sound judgment and discretion when handling confidential and sensitive mattersCollaborative, pragmatic, and solutions-oriented team player and a great team player
PREFERRED COMPETENCIES
Experience with federal and state energy policy, utility regulation, or market rulesExperience supporting policy or regulatory advocacy initiativesExperience with energy storage projects or storage-related regulatory regimesFamiliarity with renewable energy project development and financingExperience working with regulators, trade associations, or industry working groupsIn-house experience in a growing or dynamic organization
