The Role
This is a senior project management position for someone who doesn’t just manage projects. They own them. You will serve as the driving force behind complex, multi-workstream engagements for Washington State agencies, and you’ll be expected to flex beyond traditional PM boundaries when the engagement demands it. The right candidate isn’t precious about their role definition; they do what needs doing to ensure delivery.
You bring deep public sector experience, ERP implementation knowledge, and a technical background that lets you go toe-to-toe with system integrators and technical teams, not just manage the schedule while others make the real decisions. Your planning rigor is genuine: resource-loaded schedules, dependency mapping, and the discipline to keep plans current and actionable. You know the difference between a project plan that drives execution and one that exists to satisfy a governance checkbox.
You are an AI-enabled project manager. You use AI tools to analyze project data and surface risks before they escalate. You generate executive-ready status reports and briefings in a fraction of the time it takes traditional PMs. You use AI to synthesize complex information from multiple workstreams into clear decision frameworks. You automate the repetitive reporting and documentation work that consumes most PMs’ time, freeing yourself to focus on the strategic and political work that actually determines whether a project succeeds or fails. AI isn’t a nice-to-have in your toolkit. It’s how you operate at a level that would otherwise be impossible.
You operate with an ownership mentality. You drive work forward, take responsibility for outcomes beyond your immediate scope, and build clarity when things are ambiguous or off-track, without waiting for direction. You’re comfortable delivering hard truths to executive stakeholders with data and a solution already in hand. What You’ll Do
Project Delivery & Governance
- Lead end-to-end project management for complex, multi-workstream engagements including scope, schedule, budget, risk, and issue management
- Develop, maintain, and execute detailed MS Project plans with dependencies, resource loading, and elaborated tasks; apply hybrid Agile/Waterfall approaches appropriate to the engagement context
- Drive clarity and alignment when project conditions are ambiguous, off-track, or politically complex, including developing recovery plans and realignment strategies
- Facilitate project status reporting, executive briefings, and governance checkpoints
- Deliver status updates and executive reporting in visually compelling formats that tell the right story for the right audience
- Identify and proactively manage project risks and dependencies across interconnected workstreams before they become fire drills
AI-Enabled Project Leadership
- Use AI tools to analyze project data across workstreams, identifying schedule risks, resource conflicts, dependency chains, and early-warning patterns that inform proactive decision-making
- Use AI to rapidly produce executive-ready deliverables: status reports, risk assessments, decision briefs, and governance presentations at a quality and speed that traditional approaches can’t match
- Apply AI to synthesize information from multiple sources: meeting notes, vendor updates, technical documentation, stakeholder feedback, into clear, consolidated views that drive alignment
- Use AI to automate repetitive PM work: status aggregation, action item tracking, schedule variance analysis, and reporting workflows, freeing capacity for the strategic and political work that determines project outcomes
- Continuously evaluate and adopt emerging AI tools that improve project delivery, and share innovations with the Liberum team to raise the collective capability
Technical Engagement & Integration
- Support configuration, testing, and validation activities including UAT planning and execution. You understand the technical work well enough to spot problems, not just track timelines
- Coordinate across vendor, state agency, and internal Liberum team members to ensure integrated delivery across all workstreams
- Engage with system integrators and technical teams as a credible counterpart who understands the substance of what’s being built, not just the project mechanics
Stakeholder & Relationship Management
- Manage relationships with executive sponsors, steering committees, and cross-functional stakeholders across state agency environments
- Engage and build foundational relationships with customers, project sponsors, vendors, and external stakeholders
- Proactively communicate project progress, risks, and value delivered to client stakeholders, ensuring visibility into team contributions throughout the engagement
Team & Client Development
- Coach and mentor client-side staff to build internal PM capability that outlasts the engagement
- Collaborate with OCM, training, and communications teams to ensure project management outputs support adoption and readiness activities
- Identify opportunities to create additional client value throughout the engagement lifecycle
Requirements
What We Require

- Bachelor’s Degree or equivalent professional experience
- 8+ years of project management experience with demonstrated senior-level performance, not just years of service, but increasing scope, complexity, and accountability you can walk us through
- Direct experience supporting or delivering at least one major ERP implementation (Workday, SAP, Oracle, PeopleSoft, or equivalent)
- Demonstrated ability to manage complex, multi-stakeholder projects in highly regulated or politically sensitive environments, where decisions happen in hallways and governance structures don’t tell the full story
- Experience facilitating executive-level stakeholder engagement, including steering committees and sponsor briefings
- Experience conducting business interviews and leading client workshops at both operational and leadership levels
- Active, daily use of AI tools (e.g., ChatGPT, Claude, Copilot, or equivalent) integrated into your project management workflow, not occasional experimentation, but a core part of how you deliver. You should be able to walk us through specific examples of how AI has improved your project outcomes, delivery speed, or analytical depth.
- Demonstrated ability to use AI for project analysis, risk identification, status synthesis, deliverable creation, and reporting in a professional consulting context
- Comfort prompting and directing AI tools effectively. You understand how to get high-quality, contextually appropriate outputs and you know when AI output needs human judgment applied
- Intellectual curiosity and initiative around emerging AI capabilities. Proactively experiment with new tools and bring innovations to your team rather than waiting for someone else to figure it out
- Strong writing skills: the ability to synthesize complex information into clear, concise deliverables for both technical audiences and executive stakeholders
- Hybrid methodology fluency: ability to blend Agile and Waterfall approaches pragmatically based on what the project and client actually need
- Proficiency in MS Project or equivalent scheduling tools, including dependency mapping and resource-loaded plans
- Professional courage to deliver difficult findings and recommendations with data, grace, and actionable solutions
- Proven ability to work independently, manage competing priorities, and operate effectively within a remote or hybrid team environment
- Exceptional client relationship management skills
- PMP certification or equivalent project management credential preferred
- Agile certification (CSM, SAFe, or equivalent)
What Sets You Apart
Not required, but these will move you to the front of the line.
- Master’s Degree in Business, Public Administration, Information Systems, or related field
- Consulting experience with public sector clients
- Experience with COTS implementation in public sector environments
- Familiarity with Washington State procurement and contracting processes
- Experience working alongside or managing SI (System Integrator) teams on large-scale ERP programs
- Prosci or equivalent OCM certification
- PMI-PBA or CBAP certification
- Track record of rescuing or recovering troubled projects, not just running healthy ones
- Experience building custom AI workflows, prompt libraries, or automated project management pipelines that measurably improved delivery efficiency or quality
- Familiarity with AI-powered project analytics, predictive scheduling, or automated reporting tools
- History of introducing AI tools or practices to a team or client organization and successfully driving adoption
