The Technical Safety Engineer will be responsible for identifying, evaluating, and managing foreseeable Health, Safety, and Environment (HSE) risks across offshore oil and gas facilities. The role requires strong experience in Design Safety Basis development and the application of risk management measures in accordance with the recognized hierarchy of risk control, ensuring risks are reduced to ALARP levels. This position plays a key role during FEED and Detailed Engineering phases for Fixed Offshore Platforms and FPSO vessels.

Key Responsibilities

  • Lead safety engineering activities during FEED and Detailed Engineering phases for Fixed Platforms and FPSOs as Lead Technical Safety / HSE Engineer
  • Support the Project Manager and multidisciplinary teams in achieving project HSE objectives
  • Develop, implement, and update HSE procedures, philosophies, and engineering standards
  • Train and mentor junior engineers to strengthen team capability and technical competence
  • Perform and review safety engineering studies and deliverables, including but not limited to:
    • Safety Concept, HSE Philosophy, Safety Design Basis, Fire Protection & Loss Prevention Philosophy
    • Quantitative Risk Assessment (QRA)
    • Fire and Explosion Risk Analysis (FERA)
    • Emergency System Survivability Analysis (ESSA)
    • Escape, Evacuation, and Rescue Analysis (EERA)
    • Vent, Flare Radiation, and Dispersion Studies using PHAST, FLARESIM, and FRED
    • Identification of HSE Critical Equipment & Systems (HSECES) and development of performance standards
    • ALARP assessments and risk evaluation documentation
    • HAZID, HAZOP, SIL, and LOPA studies
    • Design Risk Assessments (e.g., dropped objects, fire and explosion scenarios)
    • Emergency Preparedness Analysis (EPA)
    • Hazardous Area Classification, including hazardous equipment schedules and layout drawings
    • Human Factors and Ergonomic Studies
    • Development and review of escape routes, firefighting layouts, safety signage, and life-saving equipment layouts
    • Fire zones, restricted areas, and impact area identification
    • Passive Fire Protection (PFP) philosophy, engineering, specifications, and plans
    • Active Fire Protection (AFP) system design and specifications, including fixed water, foam, and water mist systems
    • Firewater network hydraulic calculations using PIPENET and gas dispersion modeling
    • Fire safety assessments and fire protection analyses
  • Conduct HSE design reviews, audits, and interdisciplinary safety assessments
  • Review P&IDs and PFDs from a technical safety perspective
  • Prepare and review Bow-Tie diagrams using BowTie XP
  • Review third-party and multidisciplinary engineering documentation to ensure compliance with HSE requirements and standards

Desirable Experience & Skills

  • Hands-on experience with PHAST, FLARESIM, and PIPENET (sprinkler and standard modules)
  • Strong knowledge of international and industry standards, including but not limited to:
    • API 14 Series
    • NFPA 13, 15, and 20
    • API 2030
    • API 520, 521, and 526
    • OISD guidelines
