Job Title: Senior Business Analyst – EDMS Implementation
Client: Minnesota Department of Information Technology Services (MNIT) in partnership with Department of Public Safety (DPS)
Location: 445 Minnesota Street, Saint Paul, MN 55101
Work Arrangement: Hybrid – onsite at DPS at least 3 days per week (subject to change)
Interview Mode: Microsoft Teams (availability required as scheduled)
Position Type: Full-time Contract
Requirements Gathering & Business Analysis
Lead stakeholder pre-discovery sessions across DPS divisions to review business processes and forms.
Analyze and document current-state workflows for all identified processes and forms.
Collaborate with the EDMS vendor to validate and document future-state processes aligned with DPS requirements.
Identify and document additional requirements and functional gaps not addressed in the current EDMS phase for future planning.
Integration Design & Management
Coordinate and fulfill vendor configuration and data requests for all assigned processes and forms.
Develop detailed integration specifications for SWIFT and SEMA4 systems, including inbound and outbound transactions.
Define and document data elements, business rules, success and failure criteria, and exception handling for all integrations.
Collaborate with MNIT, DPS, MMB, and the vendor on integration strategy, project schedule, and execution.
Oversee and manage integration-related activities to ensure timely and accurate delivery.
Testing & Validation
Design and document high-level integration test scenarios, including both success and failure paths.
Facilitate User Acceptance Testing (UAT) for forms, workflows, and integrations.
Coordinate stakeholder review and secure formal UAT sign-off.
Project Planning & Implementation Support

Contribute to the development of key project deliverables, including:
Test Plan
Communication Plan
Training Plan
Deployment Plan
Support project planning and execution activities to ensure a smooth EDMS rollout.
Provide knowledge transfer to project team members and stakeholders.
Clearly present complex information and translate technical concepts for non-technical audiences.
Qualifications
Minimum of 8 years of experience in an IT Business Analyst role.
At least two long-term engagements (1+ year each) in a Business Analyst capacity.
Demonstrated experience working on enterprise-level solutions and business process improvement initiatives.
Proven ability to lead requirements gathering for complex, multi-stakeholder IT projects in fast-paced environments.
