The Maternal and Neonatal Health Program Manager is responsible for planning, coordinating, implementing, and monitoring maternal and newborn health program at Area 25 Health Facility to improve the quality of care and reduce maternal and neonatal morbidity and mortality. The role ensures effective program management, stakeholder engagement, capacity building, and alignment with national health policies and donor requirements.
Responsibilities include but are not limited to the following
Project Management, Supervision & Representation
- Supporting program oversight to ensure activities are implemented in line with approved work plans, timelines, and donor requirements.
- End to end management of Donor Shipments to ensure donor compliance and efficient reporting
- Ensuring efficient supply chain process management
- Supervising administrative staff and partners with clear roles, accountability, and performance tracking.
- Establishing and maintaining effective project management systems, including documentation, approvals, and decision-tracking processes.
- Leading internal and external coordination meetings and follow up on action points to ensure timely implementation and issue resolution.
- Ensuring timely, accurate, and compliant program reporting in collaboration with technical, M&E, and finance teams.
- Serving as an administrative and coordination focal point for the program, representing and safeguarding the interests of the program in internal and external engagements.
- Escalating implementation risks, compliance issues, and operational bottlenecks to senior management and propose practical solutions
2. Budgeting & Financial Management
- Supporting the development, management, and monitoring of the main program and section budgets in line with approved work plans and donor agreements.
- Tracking expenditures against budgets and timelines, flag variances, and support timely budget realignments where necessary.
- Working closely with the finance team to ensure accurate financial reporting, forecasting, and compliance with organizational and donor financial policies.
- Reviewing financial reports to support informed programmatic decision-making and efficient resource utilization.
- Supporting timely processing of payments, procurement's, and activity-related financial documentation to avoid implementation delays.
- Supporting audit processes and donor financial reviews by ensuring proper documentation and adherence to internal controls.
3. Monitoring, Evaluation, and Reporting
- Working hand in hand with M&E officer to review and maintain monitoring and evaluation (M&E) frameworks for maternal and neonatal health outcomes.
- Tracking program indicators and analyze progress toward objectives.
- Preparing timely donor and organizational reports, highlighting achievements, challenges, and lessons learned.
- Using data to inform evidence-based decision-making and quality improvement initiatives.
4. Capacity Building & Training
- Supporting and documenting training activities for healthcare providers on maternal and newborn care
- Supporting continuous professional development initiatives through effective planning, logistics coordination, and follow-up.
- Documenting and tracking partner capacity-building and skills transfer efforts, ensuring learning, outputs, and implementation gaps are captured for reporting and improvement.
5. Stakeholder Engagement & Advocacy
- Collaborating with Ministry of Health, NGOs, donors, and local partners to strengthen maternal and neonatal health systems.
- Representing the project in stakeholder meetings and partner engagements
- Preparing internal and external stakeholder reports
6. Quality Improvement & Risk Management
- Identifying administrative and operational service delivery gaps and support actions to ensure smooth implementation.
- Promoting implementation of evidence-based guidelines and best practices.
- Managing project risks and implement corrective actions as needed.
Requirements
- Bachelor’s degree in Public Health, Health Systems/Services Management, Development Studies, Business Administration, or a related field.
- Minimum of 5–7 years’ experience in program administration, coordination, or management within health or development programs.
- Demonstrated experience supporting donor-funded health projects, preferably in maternal and neonatal health.
- Solid understanding of Malawi’s health system, including facility, district, and Ministry of Health coordination structures.
- Proven ability to support clinical leadership through strong administrative, coordination, and systems management processes.
- Experience in work planning, reporting, supervision, and compliance, with exposure to donor requirements.
- Practical experience in budget tracking and financial monitoring in collaboration with finance teams.
- Strong report writing, organizational, and stakeholder coordination skills.
- Proficiency in MS Office applications; familiarity with project or health information systems is an added advantage.
