The Role
The Senior Officer – Data Analytics & Visualization is member of the Technical Support Unit (TSU), working the broader state team to strengthen in-line chlorination (ILC) across Rajasthan. You will report to the Manager, TSU (Team Lead).
This role fundamentally combines health data analysis with field operations, transforming program data collected on the ground into practical insights. It also involves regular collaboration with Rajasthan PHED officials and providing support for daily operational and community engagements.. You will calls for someone who brings both technical expertise in data analytics and data visualization, along with the capacity to cultivate strong professional relationships with state, district, and block-level government partners.
Responsibilities
Health Data Analysis & Program Analytics
- Examine health and water quality data, such as chlorine residual levels (Total Residual Chlorine and Free Residual Chlorine), performance metrics of devices, and household coverage, to monitor program health outcomes and ensure adherence to national JJM and state water quality standards.
- Identify trends, gaps, and correlations in data to create implementable strategies insights that support program decision-making at state, district, and block levels.
- Support validation of field data on ILC device performance and water quality in collaborationn with district and block-level PHED officials.
- Build, revise and maintain program dashboards covering field operations, ILC installations, water quality monitoring, and community engagement, to provide real-time visibility to state teams and Rajasthan PHED.
- Ensure all dashboards and data systems remain current, user-friendly, and aligned with program and departmental requirements.
- Contribute to the development and delivery of data summaries, case studies, and best practice reports to inform program improvements with PHED leadership.
Data Coordination with Rajasthan PHED Officials
- Engage directly with officials from Rajasthan PHED at the state, district, and block levels to comprehend data requirements, coordinate reporting formats, and ensure compliance with departmental data standards.
- Support the preparation and sharing of on a monthly and quarterly basis data reports for PHED review, ensuring accuracy and relevance.
- Maintain structured data documentation, trackers, and SOPs to provide and reliable updates to Rajasthan PHED.
- Consistently document minutes and records of data-related engagements with PHED officials on a weekly and monthly basis.
Operations & Program Support
- Work in close coordination with the Senior Officer, Program Support to provide integrated operational support for daily responsibilities ILC program activities across the state.
- Manage program data pipelines across Google Sheets, Excel trackers, and other databases, ensuring accuracy, consistency, and usability at state, district, and block levels.
- Maintain structured data templates for efficient reporting and smooth data flow from field to state level.
- Conduct regular data quality checks on incoming field data to identify and correct errors, duplicates, or gaps, and standardize data for integration into dashboards and reports.
- Prepare weekly and monthly MIS reports for internal reviews and for sharing with government partners, donors, and partners.
- Assist senior leadership with ad-hoc data visualizations and analysis to support operational or program decisions.
- Support joint field visits with the program team to understand on-ground data collection challenges and strengthen data accuracy.
- Participate in departmental meetings, technical sessions, and review meetings with PHED officials, contributing data perspectives and analytical support.
Government Liaison and Partner Coordination
- Support liaison efforts with Rajasthan PHED state, district, and block officials on data-related program needs, including data sharing protocols, reporting formats, and dashboard access.
- Facilitate seamless communication among state, district, and block officials regarding data flows, ensuring that the reporting requirements for ILC initiatives are effectively fulfilled.
- Maintain documentation on government engagements and data coordination activities, ensuring understanding of program and departmental priorities.
Community Engagement Support
- Assist in community-level data collection initiatives in collaboration with the program team, making sure that community engagement activities are properly represented in the program dashboards.
- Contribute to the collection and analysis community feedback data to identify gaps in ILC implementation and community awareness.
- Provide data support for community engagement programs, including tracking outreach activities and reporting on community-level outcomes.
Capacity Building and Field Coordination
- Strengthen data quality and reporting systems by providing PHED district and block officials and field teams with standardised templates, operational guidance, and training on data entry best practices, dashboard usage, and reporting tools.
Requirements
- Bachelor's degree in Public Health, Epidemiology, Statistics, Data Science, Economics, Engineering, or a related field is mandatory; a Master's degree
- Minimum 4 to 6 years of experience in data management, health data analytics, or data visualization in the WASH, public health, or development sector
- Minimum 2 to 3 years of experience working with or alongside government departments, Rajasthan PHED or similar state departments
- Proven proficiency in Google Sheets, Advance Excel and dashboarding tools such as Looker Studio, Google Data Studio, Power BI, or Tableau
- Experience preparing MIS reports and documentation for large-scale government programs
- Experience building presentations and reports for non-technical audiences using Microsoft Excel, Word, and PowerPoint
- Written and verbal proficiency in English and Hindi is mandatory
Desirable
- Experience working with Rajasthan PHED or in rural water supply, ILC, or water quality programs
- Familiarity with Jal Jeevan Mission (JJM) data systems, IMIS, or similar government MIS platforms
- Analytical and problem-solving skills with attention to detail and ability to manage multiple priorities
