- Develops program tools, service standards, and performance and quality-assurance measures; makes proposals based on projects conducted, including recommendations for improved management practices and operating efficiency; contributes to departmental policies and guidelines.
- Manages program administration through detailed project plans and schedules, including objectives, terms of reference, milestones, project charters, deliverables, reporting, and control mechanisms.
- Conducts research to support program development and best practices; formulates and presents alternate strategies to meet conflicting demands from stakeholders while accommodating changing departmental priorities.
- Directs and coordinates design, development, and implementation of complex interdisciplinary program activities; leads teams in identifying and analyzing major issues and responding to sensitive inquiries from senior officials.
- Provides advice and guidance to senior management; evaluates issue sensitivity, determines priorities, and recommends courses of action.
- Participates in accountability activities; monitors program results, identifies issues, collaborates on solutions, and advises senior management.
- Designs and implements communication plans; maintains ongoing communication with senior managers to align evolving goals and priorities.
- Develops and maintains liaison with senior officials; consults with federal departments on emerging issues.
- Leads departmental and interdepartmental teams; represents the Department at meetings and committees to address horizontal issues and resolve matters.
- Directs and supervises work unit staff.
