The starting rate of pay is $74,901 (min) to $93,642 (mid) annually, salary exempt.

Requirements
General Definition of Work
Performs advanced professional accounting, grant administration, and financial compliance work for the Town. Responsibilities include managing the full lifecycle of grants, ensuring regulatory compliance, supporting procurement related to funded projects, and performing complex accounting and financial analysis. Exercises independent professional judgment in interpreting grant regulations and financial compliance requirements. Work is performed under minimal supervision of the Finance Director.
Essential Functions
Grant Administration & Compliance
- Coordinates the full lifecycle of federal, state, and private grants including application, implementation, compliance, reporting, and closeout.
- Develops and maintains grant procedures, tracking tools, and documentation to ensure compliance with grantor and regulatory requirements (including 2 CFR Part 200 where applicable).
- Prepares and submits grant reimbursement requests and required financial reports.
- Monitors grant expenditures and ensures allowability, proper cost allocation, and compliance with funding requirements.
- Reviews and approves grant expenditure allowability prior to obligation or reimbursement.
- Monitors procurement compliance for grant-funded purchases.
- Maintains grant compliance logs / obligation tracking.
- Coordinates grant audit requests and documentation.
- Provides accounting support for Capital Improvement Projects (CIP).
- Serves as liaison between departments, auditors, and grantor agencies.
Procurement & Contract Compliance
- Develop and administer procurement policies, procedures, and internal controls to ensure compliance with applicable procurement laws and regulations.
- Work with Town attorney to ensure compliance with laws and develop contract terms and conditions.
- Stay current with Federal, State and Town procurement laws and ordinances.
- Supports development and maintenance of procurement procedures related to grant-funded and regulated purchases.
- Ensures procurement and contract documentation meets federal, state, and Town requirements.
- Assists departments in preparing scopes, bid documents, and contract compliance documentation.
- Maintains grant obligation tracking and funding compliance documentation.
- Ensure purchase orders are issued and match invoices.
- Maintain vendor records and ensure all W-9s and other required documents are obtained.
Advanced Accounting & Financial Analysis
- Performs bank reconciliations.
- Maintains fixed asset listing.
- Performs complex reconciliations, financial reviews, and compliance monitoring.
- Maintains and reviews financial records in accordance with GAAP, GASB, and regulatory requirements.
- Monitors revenues and expenditures, including Capital Improvement Projects (CIP).
- Performs financial analysis and supports budget preparation and forecasting.
- Assists with preparation of Annual Comprehensive Financial Report (ACFR) schedules and audit documentation.
Operational & Departmental Support
- Provides backup support for payroll, accounts payable, and other finance functions.
- Maintains accounting records within the Town’s ERP/financial systems.
- Evaluates internal controls related to grants and financial compliance
- Performs related work as required.
Knowledge, Skills, and Abilities
Strong knowledge of governmental accounting, grant administration, and financial compliance. Understanding of federal and state grant regulations and procurement requirements. Ability to analyze financial data, interpret regulations, and ensure compliance. Advanced Excel and financial software proficiency required. Strong organizational, analytical, and communication skills with ability to manage multiple priorities and deadlines.
Education and Experience
Bachelor’s degree in accounting, finance, business administration, or related field required.
3–5 years of progressively responsible accounting experience, including grant administration and financial compliance. Municipal or governmental accounting experience preferred. CMFO preferred but not required.
