Role: Administrative Team Lead (Correspondence & Evidence)

Role Summary
The Howard County Correspondence & Evidence Team Lead is a fully on-site role responsible for managing all back-office evidence processing and correspondence functions for the Howard County program. This role will serve as the primary day-to-day liaison to Howard County and will work directly in the County’s office environment alongside client stakeholders.
The Team Lead will supervise 1–2 team members, ensure that all evidence packages and correspondence are processed accurately and on time, and handle MVA flagging and removals twice per day. This role requires strong interpersonal skills, high attention to detail, and the ability to build trusted relationships with County partners while maintaining strict adherence to contractual requirements and legal standards.
Key Responsibilities
Client Liaison & Relationship Management
Serve as the primary on-site liaison between BusPatrol and Howard County for all back-office citation processing, correspondence, and evidence tasks.
Build and maintain strong, professional relationships with Howard County law enforcement, court, and administrative staff.
Communicate workload, timelines, issues, and process changes clearly and proactively to client stakeholders.
Represent BusPatrol values and program standards in all interactions; escalate risks and concerns appropriately and in a timely manner.
Team Leadership & Oversight
Lead a small team (1–2 people) responsible for evidence processing, correspondence generation, printing, and related tasks.
Plan and allocate daily/weekly workloads; monitor quality, productivity, and adherence to KPIs.
Coach, mentor, and train team members on BusPatrol and Howard County processes, systems, and quality expectations.
Provide performance feedback and support cross-training to ensure coverage for all critical functions.
Evidence Package Creation & Management
Oversee and perform end-to-end processing of evidence packages, including:
Evidence package creation and submission into the LEO Queue.
Preparation of court evidence packets and client administrative court packages for law enforcement and court use.
Preparation of digital court evidence package files for each citation.
Management and organization of docket files and digital folders.
Correspondence & Printing
Manage the creation and processing of all outgoing correspondence, including late notices, rental/leasing letters, summons letters, and Failure to Appear letters
Coordinate with Howard County for quality control review; ensure all correspondence is reviewed and approved by the client before being remitted to the back office for mailing.
Manage all internal printing functions related to correspondence and evidence packages, in compliance with contractual requirements (printing internally is mandatory).
MVA Flagging & Removals
Process MVA flag additions (typically 5–20 per day on heavy days) and removals (0–5 per day).
Perform flagging and removals twice per day (e.g., first thing in the morning and once in the afternoon) to align with County expectations and program needs.
Maintain accurate logs, documentation, and audit trails for all MVA flagging activity.
Quality, Compliance & Process Management
Ensure all work complies with Maryland state law, Howard County ordinances, and program policies related to automated enforcement and school bus safety.
Maintain a high level of accuracy, completeness, and confidentiality in handling evidence and personal data.
Partner with Howard County on FTA letters and related workflows; ensure documents are accurate and approved prior to mailing.
Support continuous improvement by identifying process gaps, proposing solutions, and documenting updated procedures.
Qualifications
Required
2–4 years of experience in a high-volume administrative, legal support, correspondence, or back-office processing role.
Prior experience in a client-facing or liaison position where relationship-building and professional communication were key.
Demonstrated interpersonal skills: able to build trust, communicate clearly, and collaborate effectively with external partners and internal teams.
Proven attention to detail and accuracy in repetitive, document-heavy work.
Strong organizational and time-management skills; able to manage multiple deadlines and priorities.
Comfortable working with confidential information, legal documents, and evidence materials.
Intermediate proficiency with Microsoft Office (Word, Excel, Outlook) and comfort navigating web-based systems and databases.
Ability to work fully on-site in Howard County, Maryland, Monday–Friday.
Ability to pass a background check and fingerprinting as required by Howard County and BusPatrol.
Preferred
Experience in citations, court administration, legal support, law enforcement, or government programs.
Prior leadership experience (formally supervising or informally mentoring others).
Familiarity with MVA/DMV processes, civil citations, or automated enforcement programs.
Experience working with public-sector clients or in a government office environment.
