HSE Engineer

General Characteristics (Job Summary)

• Key role of safety control in Engineering and Construction project.
• Key role of safety control in Engineering and Construction project as well as Pre-commissioning/ commissioning.

Roles and Responsibilities

• Create, evaluate and administer company policies and procedures concerning HSE matters.
• Take full responsibility in controlling designated area of responsibility.
• Conduct audit and inspection of HSE system for effective site control.
• Assures compliance with organization and government HSE standards.
• Coordination with Subcontractor's Safety and site workers.
• Create and administers orientation program for project employees.
• Coordinate and respond to the site client supervision.
• Supervision, control and guidance over area HSE Officers.
• Generate reports on a regular basis.
• Coordination with Subcontractor and Samsung Construction Mgmt.
• Develop solution to improve site safety condition.
• Responsible for adopting and implementing company's HSE program.
• Prepare, maintain, interpret and communicate records, reports, or documents that may be required to meet corporate or regulatory requirements, including monitoring application of HSE standards.
• Participate on PSSR Pre startup Safety Review Assessment meeting and SIMOPS Simultaneous Operation Procedure performed by the Contractor and Client.
• Carry out periodic inspections and mock drills for checking the efficiency of ERT team member.
• Assisting construction team for the implementation of Permit to work system.
• Provide support to the dept. on the implementation of Company-wide HSE initiatives e.g.. ISO 14001, ISO 45001 18001, etc.
• Preparing Project Specific Safety, Health and Environmental Plan and implementing.
• Participating in preparation of Task Risk Assessments.
• Conducting tool box talks, preparation of safety bulletins and promoting HSE awareness.
• Maintaining and controlling safety documents, HSE Statistics, Manuals and Procedures.
• Complete knowledge of safety drills and procedures regarding firefighting and personal survival.

Qualifications

Experience

• HSE experience gained at project site within the Oil and Gas industry or Petrochemical industry is preferred.

Knowledge

• Competent knowledge in HSE
• Knowledge in performing ERT Member for incident/accident situation, chemical spill, fire, working at height, Confined Space vessel horizontal and vertical search and rescue.-- Knowledge in PSSR Pre start up safety review assessment, plant operation and shutdown as well.
• Knowledgeable in documentation and presentation.
• Good management and leadership skills with responsible attitude.
• Proficient with MS Word, Excel and Power Point Presentation applications.
