SUMMARY OF DUTIES
Reporting to the Senior Project Manager, Corridor Management, the Right‑of‑Way Permitting Technologist is responsible for reviewing, analyzing, and providing recommendations on all activities affecting the municipal right‑of‑way. This includes evaluating permit applications, assessing potential impacts on traffic operations and public safety, and supporting the review of Construction Management Plans and Public Works projects. The role approves temporary right‑of‑way uses and oversize/overweight vehicle permits, prepares technical recommendations for committees and internal departments, and collects and analyzes corridor management data related to road use. The Technologist also assists the Right-of-Way Permitting Project Manager with resolving right‑of‑way permitting issues, reviewing Construction Management Plans, coordinating with temporary road closures and related operational matters.
GENERAL DUTIES
- Under the supervision and direction of the Senior Project Manager, Corridor Management:
- Prepares correspondence to Councillors, internal departments, external agencies, contractors, and members of the public.
- Receives and responds to inquiries, requests, and complaints from the public, Councillors and their staff, contractors, legal representatives, and internal staff regarding right‑of‑way permits, access permits, and oversize/overweight vehicle permits.
- Provides clear explanations of permit requirements, regulations, and decisions, and communicates recommendations or resolutions through phone or email.
- Reviews right‑of‑way permit applications using traffic engineering principles, including capacity assessments, traffic impact considerations, and safety evaluations.
- Maintains and updates right‑of‑way permitting databases, GIS layers, and digital mapping tools.
- Evaluates utility work proposals, and Public Works project impacts on traffic flow, pedestrian and cycling access, and corridor operations.
- Reviews and interprets engineering drawings, traffic control plans, utility locates, and construction management site plans associated with permit applications.
- Conducts or reviews field investigations related to roadway capacity, traffic generation, traffic assignment, and site conditions for municipal and private development proposals.
- Coordinates with utility companies regarding planned and emergency work within the right‑of‑way.
- Approves temporary right‑of‑way uses, oversize/overweight vehicle trip permits, and annual overload permits in accordance with municipal standards and legislation.
- Identifies conflicts, recommends mitigation strategies and ensures compliance with City bylaws, standards, and safety requirements.
- Provides technical input into bylaw updates, policy development, and corridor management guidelines.
- Supports emergency response activities related to lane and sidewalk occupancies, temporary road closures, infrastructure failures, or unplanned right‑of‑way disruptions.
- Assists in coordinating lane and sidewalk restrictions, temporary road closures, detours, and traffic control plans with internal departments, emergency services, utilities, and external stakeholders.
- Monitors active right‑of‑way activities to ensure compliance with permit conditions and safety requirements; initiates corrective actions when necessary.
- Maintains accurate records of permits, approvals, and corridor management data; compiles statistics and prepares technical reports for management and committees.
- Supports the development, implementation, and continuous improvement of right‑of‑way permitting processes, policies, and digital permitting systems.
- Assists the Project Manager with work assignments by Corridor Management co‑op students and the Right-of-Way Municipal Law Officer. Reviews their work for accuracy, monitors performance, and provides feedback to supervisory staff.
- Collaborates with internal divisions such as Traffic Operations, Construction, Transit, Parking, Planning, and Legal Services to resolve right‑of‑way permitting issues and ensure coordinated project delivery.
- Works in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
- Ensures that permit applicants and contractors adhere to safety standards, traffic control requirements, and municipal bylaws when occupying or working within the right‑of‑way.
- Performs other related duties as assigned that are directly connected to the primary responsibilities of the position.
QUALIFICATIONS
- Proven knowledge of the principles, theories and practices of Transportation Engineering normally acquired by attaining a Transportation Engineering Technology diploma or an equivalent combination of education and experience.
- Demonstrated experience in the transportation engineering field including transportation planning, traffic studies, intersection control, pavement markings, and traffic signing.
- Member of or eligible for certification with respective professional organizations, ie Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Experience in a computerized environment with proficiency in Microsoft Office Word, Excel and Outlook. Working knowledge of specialized traffic operations and planning programs such as Synchro and MTO Vehicle Evaluation Software, Traffic Engineering Software (TES), GeoMedia, ArcGIS would be an asset.
- Knowledge of Occupational Health and Safety Act, Ontario Highway Traffic Act, Planning Act, Municipal Act, and relevant municipal statutes.
- Knowledge of Ontario and National Manuals of Uniform Traffic Control Devices (MUTCD), Ontario Traffic Manuals, ITE Trip Generation, Traffic Calming guides, Traffic Association of Canada and relevant technical manuals.
- Possess valid Class “G” Driver’s Licence and provision of own car.
THIS POSITION REQUIRES A VALID CLASS "G" DRIVER'S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.

NOTE 1:
This position(s) currently requires the incumbent(s) to use their personnel vehicle(s) 3 or more times per week for City business. In accordance with the City policy, parking is provided at this time. Should this job requirement change, parking will only be provided in accordance with the City policy in force at that time.
NOTE: This is a newly created position. The incumbent(s) or the department has the option to have the salary grade assigned to this position re-evaluated within nine months of the initial filling of this position. The Director of the division must review and submit the submission to Human Resources within 45 days of receiving it. All required forms of the job evaluation submission must be fully completed in order for the review to occur. If fully completed and updated job evaluation forms (with an updated draft job description) are not received within nine months of the initial filling of the position, the existing job description and rating shall be confirmed.
